'' ' lt!t!!'( h :The Galina Starovoitova Museum Foundation in cooperation with the Higher School of Economics (St. Petersburg), the Centre for Independent Social Research, the St. Petersburg Union of Scientists, the St. Petersburg Sociology Association, the European University at St. Petersburg, and the Regional Press Institute, and with support from the Government of St. Petersburg announces GALATEA, the seventeenth annual scholarly essay competition in memory of Galina Starovoitova for university students and young scholars under thirty years of age: Current Challenges to Civil Societies and Governments in Europe and Russia: Threats and Security versus Solidarity and Human Rights During recent years, more and more alarming news has been coming not only from Russia but also from the European Union countries, previously characterized by stability and prosperity in comparison with other parts of the world. The region is now plagued by financial and economic crises, terrorist threats, an influx of refugees, international and domestic political conflicts, and many other problems. Those issues require a rethinking of the role of states and civil societies, a search for solutions that do not depreciate human rights, civil liberties, and the welfare state, which have been important achievements in Europe. Despite serious differences in political and social developments in Russia and Europe, many of the challenges to their civil societies and governments have similar features. The problems of solidarity among different social groups and states, and of integrating migrants and minorities have emerged again in all these places. The contradictions between security and human rights, technological innovation and the increasing complexity of life, and globalization and localization are back on the agenda. However, even if these challenges appear similar in the EU and Russia, they are refracted differently, eliciting various reactions and solutions. As part of this competition, we expect to receive papers analyzing common European and Russian challenges as well as solutions and answers, taking into account the different contexts. We want the entrants to produce comparative analyses of policies and public debates on particular issues, and find examples of new solutions to social problems in Europe and Russia that could be useful for both parties, especially in terms of promoting cooperation between the civil societies in Russia and Europe. The papers can be interdisciplinary or written from the viewpoint of such different disciplines as sociology, history, psychology, political science, cultural studies, anthropology, economy, law, and other social sciences and humanities. We very much welcome comparative perspectives, original empirical research, and strong theoretical and methodological foundations. Essays reflecting on the entrants own experience of the public discussion and search for solutions of the abovementioned problems will also be accepted. The organizing committee will accept original papers (academic articles and research essays) based on the authors own research and civic experience. The papers should not have been published anywhere previously. They should be no longer than fifteen (15) double-spaced pages, typed in a twelve-point font. The papers will be evaluated anonymously. They should thus be accompanied by a separate cover letter containing the papers title, the authors full name and academic status, and his or her place of study or employment. All scholars under thirty (30) years of age are invited to participate, especially those from Russia and the CIS and EU countries. Papers will be accepted in English with an attached prcis in Russian, or in Russian with an attached prcis in English. Competition winners will be awarded a unique bronze Galina Starovoitova Memorial Medal (first place), two Starovoitova Memorial Scholarships sponsored by the Government of St. Petersburg (awarded only to students in their second and third years at Petersburg universities), cash prizes, and certificates of participation. One paper will be awarded the Nikolai Girenko Memorial Prize. Girenko was a famous Petersburg antifascist and anthropologist. Another paper will be awarded a special prize from the Friedrich Naumann Foundation (Germany) for focusing on the topic of freedom in contemporary Europe.
